社会经济发展与高等教育是一种相互制约、协调发展的互动关系,经济领域的供给侧改革必然引发高等教育的供给侧改革。在供给侧改革背景下,地方高校转型发展是在遵循外在推动力和内生动力的逻辑基础上进行的。供给侧改革理论为地方高校转型发展提供了新的视角。地方高校应转变发展理念,优化学科专业结构,重构应用型课程体系,深化应用型人才培养改革,减少学术型人才培养数量,提高应用型人才培养质量和有效供给比重,强化应用型科学技术研究,加强现代大学制度建设,提高内部治理的水平,不断提升服务区域经济发展的能力和水平,促进地方高校与区域经济协调发展。

The relationship between social economic development and higher education is interactive with mutual restriction and concerted development, and the supply-side reform in economy will inevitably result in the supply-side reform in higher education. Under the background of supply-side reform, transformation development of local universities should proceed on the logic basis of following exterior impetus and interior impetus. The theory of supply-side reform provides the new point of view for transformation development of local universities. Local universities should change their ideas of development, optimize the structure of discipline and specialty, reconstruct the system of application-oriented curriculum, and deepen the reform of application-oriented talents cultivation. Local universities should also decrease the number of academic talents being cultivated, improve the quality of application-oriented talents and effective proportion of the supply, and strengthen the research on application-oriented science and technology. At the same time, local universities should strengthen the construction of modern university system, improve the level of internal governance, improve continuously their capability and level for serving the development of regional economy, and promote the coordinated development of local universities and regional economy.
