计算机及信息网络的发展使得发生在校园内的欺凌行为延伸至网络空间,使其具有不同于校园欺凌的特征,对青少年的健康成长带来更大的危害,预防及治理校园网络欺凌行为成为当务之急。首先,应该明确校园网络欺凌行为的含义,以便准确认定行为,将其与校园暴力、学生之间的一般玩笑及其他危害学校安全的行为区分开来。这是治理校园网络欺凌的前提,也是政策有效执行的基础。其次,完善防治校园网络欺凌行为的法律依据及相关政策规定,使治理方案具有明确的法律依据。最后,要加强学校、家长、网络服务提供者的通力合作,实施综合治理,力争取得效果。

Due to the development of computer and information internet, bullying behavior in school also has the possibility to be extended to the cyber space, and shows the characteristics different from bullying in campus. This phenomenon may bring greater damage for the healthy growth of youths, and makes it urgent to prevent and govern the cyber bullying behavior in campus. First, it is necessary to define clearly the meaning of cyber bullying behavior in campus so as to identify the behavior correctly, and differentiate this behavior from campus violence, the joke played among the students, or other behavior damaging the safety of the school. This is the premise for making policies about bullying behavior in campus, and also the basis for effective implement of the policies. Second, it is necessary to complete the legal basis and relevant policies for preventing and controlling cyber bullying behavior in campus so that the governance plan has the definite legal basis. Finally, it is necessary to strengthen the cooperation among the school, parents, and provider for cyber service so as to realize the effect of comprehensive treatment.
