政府购买扶贫服务标准化治理体系研究:制度规范、工具选择与行动框架

Government Procurement of Poverty Alleviation Services:Institutional Norms,Tool Selection and Action Framework

国家治理体系现代化在扶贫领域的重要抓手是贫困治理体系现代化。将标准化原理与方法引入政府购买扶贫服务,实现政府购买扶贫服务标准化,是贫困治理体系现代化建设的重要路径。由于政府购买扶贫服务标准化在理论发展与实践运行过程中存在标准化制度构成不健全、标准化工具应用模糊、标准化操作缺乏规范等问题,无法持续为贫困治理体系现代化建设提供高质量的制度保障和工具支持,需要有效建构政府购买扶贫服务标准化治理体系,推动实现贫困治理体系与治理能力现代化。文章以贫困治理体系现代化为理论基点,在建构政府购买扶贫服务标准化治理体系的“制度工具行动”分析框架基础上,梳理政府购买扶贫服务标准化的制度规范,析出政府购买扶贫服务标准化的政策性工具、数字化技术和绩效管理方法等三种治理工具,并从明确责任主体、厘清工具特性和适用情境、注重工具的优化组合等方面对政府购买扶贫服务标准化的治理工具进行优化选择,进而提炼出政府购买扶贫服务标准化的行动框架。

The important starting point for the modernization of the national governance system in the field of poverty alleviation is the modernization of the poverty governance system. Introducing standardization principles and methods to standardize government procurement of poverty alleviation services is one of the important tools for improving the modernization of poverty governance systems. In standardizing poverty alleviation services, there are still some problems in theoretical developments and practical operations: unsound standardization system, unclear applications of tools, and nonstandard operations, which can not in a sustainable manner guarantee a high-quality system and provide tools for the modernization of poverty governance system. This paper, taking the modernization of poverty governance system as the theoretical basis, and based on the construction of“institution- tool- action”analysis framework, reviewed the system standardization, analyzed three governance tools (policy tools, digital technology and performance management method), and optimized the selection of governance tools from the aspects of defining the responsible subjects, clarifying the characteristics of the tools and applicable situations and focusing on the optimal combination of tools in order to refine the action framework of standardized government procurement of poverty alleviation services.
