我国“实施乡村振兴战略”的社会经济逻辑与政策措施——基于欧盟共同农业政策改革的启示

Social and economic logic of China’s rural revitalization strategy and policy measures——Based on enlightenment of reforms of the Common Agricultural Policy of the European Union

欧盟共同农业政策从提出之后60年来就不断改革,从最初的农产品供应保障到农村发展和环境保护,以间接支持农村发展和农业多功能性。党的十九大报告提出“实施乡村振兴战略”目标,与欧盟共同农业政策改革目标具有很强的一致性。借鉴欧盟共同农业政策改革的经验,从生产主义、后生产主义和城乡融合角度阐释我国实施乡村振兴战略的社会经济逻辑,提出实施乡村振兴战略的财政着力点,应该落在深化直接补贴、加大生态环境保护和农村经济发展的绿色投入及城乡融合等方面。

The Common Agricultural Policy (the CAP) of the European Union has been reformed during more than sixty years since its establishment. The CAP has changed from the original reliable supply of farm produce to the development of rural areas and the protection of environment, which indirectly supports the development of rural areas and agricultural multifunctionality. The target of the implementation of rural revitalization strategy, which comes up in the report at the 19th National Congress of the Communist Party of China, is in line with the trend of the CAP reforms. From the perspective of productivism, post-productivism and urban-rural integration, the article illustrates social and economic logic of China’s rural revitalization strategy. China’s financial support for the implementation of rural revitalization strategy is to deepen the direct subsidy and strengthen the green input into the ecological environmental protection and the development of rural economy and urban-rural integration.
