地方政府承接事权的成效、困境与对策研究——以“放管服”改革背景下的四市为例

随着"放管服"改革的深入推进,中央政府通过完全下放和委托下放的方式给予了地方政府大量的事权。目前学术界主要集中于探讨事权如何下放,而较少关注事权承接工作。因此,通过以在"放管服"改革中走在全国前列的深圳市、武汉市、宁波市、天津市等四市作为研究对象,总结其事权承接取得的成效,并深入分析目前存在的若干困境。以问题为导向,结合实际情况,特提出加强顶层制度设计、全面评估事权承接状况、统筹各类编制资源、提高公务人员能力、深化财税体制改革等建议,以期为全国的事权承接工作提供有益的借鉴。

With the deepening of the Reforms to Streamline Administration,Delegate Powers,and Improve Regulation and Services,the central government has given local governments a lot of powers through complete decentralization and delegation.At present,the academic circles mainly focus on how to decentralize the power of affairs,but pay less attention to the work of accepting the power of affairs.Therefore,by taking Shenzhen,Wuhan,Ningbo and Tianjin as the research objects,which are in the forefront of the whole country in Reforms to Streamline Administration,Delegate Powers,and Improve Regulation and Services,this paper summarizes the achievements of acceptance of authority ,and deeply analyses some existing difficulties.Guided by the problem and combining with the actual situation,this paper puts forward some suggestions,such as strengthening the top-level system design,comprehensively evaluating the status of power-taking, coordinating all kinds of resources,improving the capacity of public servants,and deepening the reform of fiscal and taxation system,in order to provide a useful reference for the work of acceptance of authority in the whole country.
