Local Government Responses to NIMBY Conflict:A Study Based on the Several NIMBY Conflict Events

在邻避冲突中,地方政府回应策略会引发冲突升级或促使冲突消解,现有研究多是基于冲突-维稳的逻辑思维来分析地方政府在邻避冲突事件中的行为。文章通过对国内几起邻避冲突事件中地方政府的回应策略总结发现,政府的回应策略是随着冲突事件的发展而不断变化的。从初期冷漠的话语回应到中期温和说教与压制,再到后期的政策妥协,这种回应策略转变折射出的是地方政府的行为逻辑,在追求经济发展和维护社会稳定两者间权衡,而民众的抗争力度作为一种外在变量也会影响地方政府回应的变化。最后邻避冲突有效治理的关键是地方政府平衡好经济发展与社会稳定的关系,通过构建多元协商机制,积极回应,吸纳民众参与邻避设施决策,从而避免邻避冲突的升级,减少负面效应。

In NIMBY conflict events,local government responses will trigger conflict events escalation or resolution.Existing research tends to adopt the logical thinking of social stability maintenance to examine local government behavior to NIMBY conflict events.But this paper found that government responses always changed as the events unfolded through the summary of the several NIMBY conflict events in China.From the initial apathetic response to the moderate preaching and hardline repression in the medium to the later policy compromises,this transformation reflects the logic of local government behavior. The government make a choice after comparing the pursuit of economic development and the maintenance of social stability. And the intensity of the people's struggle as an external variable will also affect the changes in the government response. Finally,the key is local government well handle the relation of economic development and social stability.The specific method is to build a pluralistic consultation mechanism to respond positively and attract people to participate,thus avoid conflict escalation and reduce negative impacts.
