摘要
对高校内部权力运行制约与监督体系施以文化治理,是推动大学内部治理体系和治理能力现代化的重要举措.文化治理的内化认同机制、整合机制、激励约束机制和协调机制等,构成了文化治理适配于高校内部权力运行制约与监督体系构建和运行的机制.通过树立以回归立德树人教育初心为内核的高校权力观,优化权力运行与制约体系依存的文化生态,夯实文化治理根植的中国大学文化基本面,是提升权力运行制约与监督体系文化治理能力和水平的主要路径.
Cultural governance imposed on the system of operation restriction and supervision of the internal power in colleges and universities should be an important measure to promote the modernization of university internal governance system and governance capacity. The internalization of identity mechanism, integration mechanism, the incentive and constraint mechanism and coordination mechanism together make up the adaptation mechanism of the system of operation restriction and supervision of the internal power with the cultural governance. Through cultivating the power view of colleges and universities with the return to the initial education as the core among the relevant corpus of power, optimizing the cultural ecology of the system of the internal power operation restriction and supervision in colleges and universities, and consolidating the Chinese university culture fundamental of cultural governance, which constitute the main path to improve the cultural governance ability and level of the system of internal power operation restriction and supervision.
