高校产学研合作发展现状、困境及发展建议——基于对九十五所高校的调查

The Status, Difficulties and Suggestions of Industry-University-Research Collaboration of Universities——Based on the Survey of 95 Universities

本研究调查了九十五所高校的产学研合作状况,发现当前我国高校参与产学研合作积极性高,但存在发展不均衡、国家战略目标没有实现、资金不足、政策不到位、产权归属不合理、人员招聘和教师评价机制僵化等问题和障碍。建议健全产学研合作经费筹措体制,加强政府对产学研合作的引导,创新高校产学研管理体制,改革高校人员招聘、教师评价及人才培养体制。

Through the investigation of the status of University-Industry cooperation in 95 universities,It is found that universities in China are highly motivated to participate in University-industry cooperation,but there are also some factors restricting the cooperation, such as the unbalance in different universities,lack of funds and policy supports, the unreasonableness of property ownership and the rigidity of personnel recruitment and faculty evaluation. It is suggested that we should search for the new ways of raising money for the cooperation, strengthen the government guidance, innovate the management system of Industry-University-Research Collaboration, and reform the faculty recruitment, evaluation system and personnel training’s system of University.
