对《粮食生产功能区和重要农产品生产保护区划定数据库规范(试行)》的分析和建议

Analysis and Suggestions on Standards of Delimitation Databases for Functional Zones of Grain Production and Production Protected Areas of Important Agricultural Products(Trial)

通过对国家两区划定规程和数据库规范的分析,结合云南立体农业特征,提出《数据库规范》存在的对两区划建管护全过程考虑不足、非空间要素名称和组织形式的规定不合理、空间要素与非空间要素关联不足、行政区图层设置不合理、两区类型规定缺失且表述不一致、对云南特殊农作物和山地农业未作有效规定等问题,并提出了修订建议。

By analyzing the national two-zone delimitation regulations and database standards, and combining with the characteristics of stereoscopic agriculture in Yunnan, this article points out that the database standards have some shortcomings, such as insufficient consideration of the whole process for the management and protection of construction of the two zones, unreasonable regulations on the names and organizational forms of non-spatial elements, insufficient association between spatial elements and non-spatial elements, unreasonable setting of administrative layers, and lack of regulations on the types of two zones with inconsistent expressions, lack of effective regulations on special crops and mountain agriculture in Yunnan Province and so on. The precent standard reviews are advanced.
