川陕渝国防工业军民融合发展路径的思考

Thoughts on the Development Path of Military-civilian Integration in Defense Industry of Sichuan, Shaanxi and Chongqing

国防工业军民融合发展是当今世界军工业发展的潮流。英、美“军民一体化”,德、日“寓军与民”,俄罗斯“先军后民”,以色列“以军带民”,这些在发达国家行之有效的国防工业军民融合发展路径,为我国国防工业的发展提供了可资借鉴的经验。我国西部地区川陕渝三地为国防工业建设重镇,在军民融合上已经发展出了“军地融合”“军民高新技术融合”“多主体协同军民融合”等三种路径。但在当今时代需求面前,我国国防工业需要不断解放思想,强化制度创新,加大、加快高新技术融合,构建集成创新体系,完善国家军民融合立法,提升军民融合质量,走出一条中国特色的国防工业军民融合发展道路。

The development of military-civilian integration in the field of defense industry is the trend of the development of military industry in today’s world.“Civil-military integration” in the UK and the US,“combining the army with the people” in Germany and Japan,“military before civilian” in Russia,“from military to civilian” in Israel,all these effective development paths of military-civilian integration of national defense industry in developed countries provide useful experience for the development of national defense industry in China.Sichuan,Shaanxi and Chongqing in the western region of China are important cities for the construction of national defense industry.In terms of military-civilian integration,they have developed three paths:military-civilian integration,military-civilian high-tech integration and military-civilian integration based on multi-agent cooperation.Different development paths and practical experience provide enlightenment for the in-depth development of China’s military-civilian integration in the new era.
