城市环境空间管控体系探索与思考

Research on Urban Environmental Space Control System

城市环境空间管控是实现环境管理由末端治理向前端控制的重要抓手。在优化“生态-生活-生产”空间格局背景下,提出城市环境空间管控体系的主要内容、技术方法与管控政策。环境功能区划、生态保护红线、环境质量管控、环境风险防控为核心内容,确立城市发展的功能基线、空间红线、格局准线和过程防线。建立环境-资源-经济-社会空间信息数据库,研究城市环境空间综合管控技术。全域、全要素的环境空间政策要体现多要素协同管控,重点强化生态保护红线空间管制地位,实施分区、分类管控政策。

The eco-environment space control is an important means for achieving environmental management from the end treatment to the fore-end control.Under the background of optimizing the spatial pattern of“Ecology-Life-Production”,the paper puts forward that the eco-environment space control system consists of three parts:core content,delimitation methods and control policy.Environmental functional division,ecological redline,environmental quality control,environmental risk prevention constitutes the core content,which established as functional baseline,space redline,pattern guideline,and process defense-line.To establish database on the Environment-Resources-Economy-Society,it is necessary to study on the integrated management.Finally,it is pointed out that the environmental function zoning policies should reflect the coordination control of environmental factors.The spatial control status of ecological redline should be strengthened,carrying through zoning and classification control policies.
