摘要
农村土地金融发展的核心是解决合格抵押品问题,《关于完善农村土地所有权承包权经营权分置办法的意见》等的出台,为我国农村土地金融的快速发展初步解决了体制障碍。我国农村土地金融发展在理论上要以马克思主义的农村土地金融理论为核心,以西方农村土地金融的主要理论为补充,逐步打破金融抑制,使广大农民实现土地财产权。我国农村土地金融发展实践要充分借鉴国外土地金融的经验,以加快农村土地经营权流转为依托、以农村土地金融产品创新为载体,推进土地规模化、专业化、集约化进程,助力我国现代农业发展。我国农村土地金融发展的路径要着力于解决组织机构完善、金融风险防范、农地金融产品创新、法律政策保障等方面的问题。
The core of rural land finance development is to solve the problem of qualified collateral,the publication of some documents such as Opinions on Perfecting the Separation of Rural Land Ownership, Contracting Right and Operating Right have initially solved the institutional obstacles for the rapid development of rural land finance in China.The development of rural land finance in China should take the Marxist theory of rural land finance as the core and the main theories of western rural land finance as the supplement, break the financial restraint step by step, and make the majority of farmers realize their land property rights.In the practice of rural land finance development in China, we should fully learn from the experience of foreign land finance, rely on speeding up the transfer of rural land management rights, and take the innovation of rural land financial products as the carrier, promote the process of land scale, specialization and intensification, and help the development of modern agriculture in China.The development path of rural land finance in China should focus on the perfection of organization, financial risk prevention, innovation of agricultural land financial products, legal and policy protection, etc.
