产业结构升级与就业增长——基于西部地区12个省区市面板数据的实证检验

Industrial Structure Upgrading and Employment Growth——An Empirical Test Based on Panel Data of 12 Provinces and Cities in Western China

西部大开发战略的实施,在有效推动西部经济快速发展的同时却并未显著促进就业的增长。本文以西部12个省市为研究对象,选取了2000—2016年的面板数据,在实证检验技术进步、资本投入、实际工资等因素对就业影响的基础上,重点考察了产业升级与就业之间的影响机制和关联效应。在供给侧结构性改革下,需要结合就业影响因素采取以产业结构升级推进就业增长的新思路,通过优化产业供给结构、调整要素投入结构、扶持创新创业、提升人力资本等促进产业升级,最终达到西部地区就业与经济的协调发展。

The implementation of the strategy of western development has not significantly promoted the growth of employment while effectively promoting the rapid economic development of the western region. Taking 12 provinces and cities in the West as the research object,this paper selects panel data from 2000 to 2016,and on the basis of empirical examination of the influence of technological progress,capital investment,real wages and other factors on employment,focuses on the influence mechanism and correlation effect between industrial upgrading and employment.Under the supply-side structural reform and in combination with the factors affecting employment,it is necessary to adopt a new thinking of promoting the employment growth with industrial structure upgrading,and finally achieve the coordinated development of employment and economy in the western region by optimizing the industrial supply structure,adjusting the structure of input factor,supporting innovative entrepreneurship,increasing human capital and so on.
