多中心之下的融合创新:粤港澳大湾区高等教育集群的挑战与出路 被引量:27

摘要 从当前城市群的布局和产业优势来看,粤港澳大湾区应当坚持多中心的发展定位。作为为城市和产业提供主要人才支撑的粤港澳大湾区高等教育集群,其发展路径应当与大湾区多中心的发展定位相符。多中心的发展定位对高等教育集群的挑战主要集中于两大层面——创新与协同。融合创新理论主张以多要素的“组合”达至创新,粤港澳大湾区高等教育集群应当发挥“区域”“人才培养”“社会服务”“体制机制”等要素的组合优势,走融合创新之路应对挑战。一是推进“区域+体制机制”的融合创新,高等教育配合区域分工进行错位发展,并建立共同体合作机制,支撑多中心的城市群发展定位。二是推进“区域+人才培养+社会服务”的融合创新,支撑多中心的产业群发展定位:高水平大学走“开放式创新”之路,主要与珠江东岸的科创业和金融业同频共振;应用型本科和高职院校走产教融合创新之路,主要为珠江西岸制造业提供坚实支持。 Regardless of the layout of the current urban agglomerations and industrial strengths,Guangdong-Hong Kong-Macao Greater Bay Area should adhere to multi-center development orientation.The development path of the higher education clusters of the Guangdong-Hong Kong-Macao Greater Bay Area,producing main talents for cities and industries,should be in line with the multi-center development orientation,which challenges the higher education clusters mainly from the two aspects of innovation and synergy.The theory of integrated innovation advocates the innovation achieved through the combination of multiple elements.The higher education clusters of Guangdong-Hong Kong-Macao Greater Bay Area should bring the combined strengths of “the region”,“talent training”,“social services” and “institutional mechanisms” and other elements into play and blaze a trail of integrated innovation to face up to challenges.Firstly,the higher education clusters should promote the integrated innovation of “the region plus institutional mechanisms”,boost staggered development with higher education supporting regional specialization and establish a cooperative mechanism of the community to brace multi-center urban agglomeration development orientation.Secondly,they should advance the integrated innovation of “the region plus talent training and social service” and support the multi-center industrial cluster development orientation.In other words,high-level universities should opt for the path of “open innovation” mainly in alignment with the scientific and technological innovation industry and financial industry on the east bank of the Pearl River.Application-oriented universities offering undergraduate degrees and higher vocational colleges should take the approach of innovation by integrating production and education and offer solid support to the manufacturing industry mainly on the west bank of the Pearl River.
