上海市外来务工人员的生存状况与政策思考

Survival Situation and Policy Thinking of Migrant Workers in Shanghai

外来务工人员已经成为上海市职工队伍的主力军,在上海的城市建设和发展中发挥了十分重要的作用。文章对上海市外来务工人员的群体差异、代际差别、学历与技能、劳动就业、薪资报酬、工会覆盖、生活融入等方面的状况进行了分析,认为外来务工人员的工作和生活中还存在一些突出的困难和问题,并从制度设计、工会组建、收入保障、工会监督、素质工程等方面提出相应的政策建议,从而进一步保障外来务工人员在上海的工作和生活,为他们提供一个更加公平、公正的工作和生活环境。

Migrant workers have become the main force of Shanghai's workforce and play a very important role in Shanghai's urban construction and development. This paper analyses the group differences, intergenerational differences, educational background and skills, employment, wages and remuneration, trade union coverage and life integration of migrant workers in Shanghai, and points out that there are still some outstanding difficulties and problems in the work and life of migrant workers. In order to further guarantee the work and life of migrant workers in Shanghai and provide them with a fairer and just working and living environment, the corresponding policy suggestions are put forward from the aspects of system design, trade union formation, income guarantee, trade union supervision and quality engineering.
