从摆脱贫困到精准脱贫——论习近平扶贫工作重要论述的现实逻辑与思想脉络

From Getting Rid of Poverty to Precision Poverty Alleviation:On the Realistic Logic and Ideological Context of Xi Jinping’s Important Exposition on Poverty Alleviation and Development

扶贫是一项持续性的动态过程,脱贫思想亦随之嬗变。习近平在闽东工作期间,在脱贫领域形成了“摆脱贫困”的重要论述。通过对习近平关于扶贫工作重要论述的梳理,厘清了“摆脱贫困”到精准扶贫再到精准脱贫的脉络和逻辑,并对当下精准扶贫与包容性发展融合的新思路进行了探讨。中国的脱贫事业已进入攻坚拔寨的关键阶段,按期完成脱贫任务虽有难度但希望很大。放眼全球,仍有很多发展中国家还处在低效的扶贫状态,中国作为世界上负责任的大国,应当在减贫领域贡献中国经验和智慧。

Poverty alleviation is a continuous dynamic process, with which the thought of poverty alleviation has evolved. During his work in eastern Fujian, Xi Jinping formed an important exposition of “getting rid of poverty” in the field of poverty alleviation. By sorting out Xi Jinping’s important expositions on poverty alleviation and development, this paper clarifies the thread and logic of “getting rid of poverty” to targeted poverty reduction and elimination, and probes into the new ideas of integration of targeted poverty reduction and inclusive development at present. China’s cause of poverty alleviation has entered a critical stage of overcoming difficulties and fortifying villages. It is difficult but hopeful to complete the task of poverty alleviation on time. Looking at the world, many developing countries are still in an inefficient state of poverty alleviation. As a responsible big country in the world, China should contribute its experience and wisdom in the field of poverty alleviation.
