我国终身学习政策的演化逻辑与展望

Research on the Evolution of Lifelong Learning Policy in China

我国终身学习政策分为酝酿、确立、发展和完善四个阶段,在不同的阶段其演变逻辑前后承接,有序展开。从理念、内容和保障等角度分析,不难看出终身学习政策向服务性、内外联动社会资源和国家战略转变。基于此,在终身学习政策发展方面应增强立法意识,催生国家终身学习法;加强地方立法,均衡立法布局;提高政策水平,注重公共治理有效性等。

China’s lifelong learning policy shows a trend of gradual evolution and deepening. By sorting out the relevant policies of lifelong learning in China, it can be divided into preparation stage, establishment stage, development stage and improvement stage. At the different stages, the logic of policy evolution is also different. From the perspective of concept, content and security, it is concluded that lifelong learning policy is gradually changing from lifelong to service, from school training to opening resources to all the society, from principle orientation to national strategic guidance. Finally, the future development of lifelong learning policy should pay attention to the following issues: firstly, lifelong learning policy should be transformed into legislation and the national lifelong learning law should be established as soon as possible. Secondly, local legislation on lifelong learning should be increased and the legislative layout should be balanced at the same time. What’s more, raising the level of policy and enhancing the level of government public governance is of great importance.
