电子信息制造业是保障国防建设和国家信息安全的重要基石。加快推动中国电子信息制造业转型升级和由大变强,积极推进电子信息制造业军民融合深度发展之路,是提高军队信息化建设发展水平的现实要求,也是“十三五”乃至较长一段时期内重大而艰巨的任务,需转变思想观念深化改革,坚持走全力拓展融合优势领域、增强军民协同创新能力、培育军民融合产业基地和特色小镇、搭建军民对接服务平台等创新路径。

The manufacturing industry of electronic information is one of the cornerstones that serve to safeguard national defense construction and information security. Accelerating the transformation and upgrading of the manufacturing industry of electronic information, and promoting the integrated army-and-civilian development in this industry are not only the practical requirement of the informatization of the army but also a big, long and arduous task since the 13th Five-Year Plan. To achieve this target, it is necessary to change the existing ideas and thoughts, and deepen reform;it is also needed to expand the fields and to increase the capability of army-civilian collaboration, cultivate industrial bases and towns for the army-civilian integration, and establish army-civilian service platforms, etc.
