基层公共图书馆参与精准文化扶贫保障机制研究

Research on the Guarantee Mechanism of Grass-roots Public Libraries Participating in Precision Cultural Poverty Alleviation

精准扶贫是决胜全面建成小康社会的一项战略任务。文章从基层图书馆参与精准文化扶贫服务的目标和内容入手,分析基层公共图书馆在精准文化扶贫工作过程中的现实困境,提出以县、区公共图书馆为主要参与主体,充分利用公共图书馆资源、服务为支撑平台,以政府购买形式引进社会力量共同参与实施,形成上下协同联动的精准扶贫保障机制。

Precise poverty alleviation is a strategic task of building a well-off society in China at present. The article starts from the service objectives and content of grassroots libraries participating in precise culture poverty alleviation, and analyzes the practical dilemma of grassroots public libraries in the process of precision culture poverty alleviation. It is proposed to use the public libraries of counties and districts as the main participants, make full use of the resources and services of public libraries as the support platform, introduce social forces into the form of government purchases, and form a precise poverty alleviation guarantee mechanism that links the upper and lower synergies to the public library.
