Asian Infrastructure Investment Bank and Green "Belt and Road": Practice Review, Realistic Problem and Path Selection

如何推动绿色“一带一路”建设、如何发展绿色金融成为当前我国面临的非常现实而紧迫的问题。以亚洲基础设施投资银行为例,分析了其推进绿色“一带一路”建设的实践,发现其在目标、战略、制度、业务等方面都实行了绿色化原则,并取得了初步成效。但由于其成立时间较短等原因,在实施绿色金融过程中也面临着自身资金不足、制度不完善、“一带一路”沿线国家风险较大和环境问题较为突出等多方面的挑战。针对这些挑战,应选择拓展资金来源、加强自身建设、完善风险管理、建立绿色金融标准等建设路径。

How to promote the green "One Belt and One Road" construction and how to develop green finance has become a very realistic and urgent problem facing our country. Taking Asian infrastructure investment bank as an example, this paper analyzes its practice of promoting the green "One Belt and One Road" construction and finds that it has implemented the green principle in terms of objectives, strategy, system and business, and has achieved initial results. However, due to its short establishment time and other reasons, it faces many challenges in the process of implementing green finance such as insufficient funds, imperfect system, higher risks in the countries along the belt and road, and more prominent environmental problems. In view of these challenges, such construction paths as expanding the fund sources, strengthening self-construction, improving risk management and establishing green financial standards should be chosen.
