乡村生态政治建构逻辑与县域实践分析

习近平总书记指出,加强生态文明建设、加强生态环境保护、提倡绿色低碳生活方式,不仅仅是经济问题,这里面有很大的政治。乡村生态政治内源于乡村治理与城市治理在学科、实践和政策上的分野,以生态环境绿色化、“绿水青山就是金山银山”的共生融合、人本身自然自觉的生态化生活三者为递进目标,以政治体系、职能范围、权力权威、制度化和治理单元五者建构为内容逻辑,以政府能力、社会网络和市场效益为三重动力逻辑,总构成乡村生态政治建构逻辑。实践中,安吉县域乡村生态政治的成功是体制适应和乡村生态政治建构逻辑遵循双支撑的结果。

General Secretary Xi Jinping said that ecological civilization construction,ecological environmental protection,and promoting a green and low-carbon lifestyle are of great political value. The rural ecological politics is rooted in the division of disciplines,practices and policies between rural governance and urban governance. The harmony between man and nature,the symbiosis and fusion of “Lucid waters and lush mountains are invaluable assets”,and the ecological life of the people themselves. For the progressive goal,the political system,functional scope,authoritative shaping,institutionalized construction and governance unit selection constitute the content logic of rural ecological political construction. The government capacity,social network and market efficiency within the governance unit constitute the rural ecological political construction. The triple dynamic logic determines the effect of rural ecological political construction. In practice,the success of rural ecological politics in Anji County is the result of the dual support of both institutional adaptation and rural ecological political construction logic.
