伴随我国经济的高速增长,地方经济成长表现出较大差异性,从经济可持续发展的角度,中央给出了新型城镇化发展的政策指导。这不仅给予地方产业的升级以方向性,同时也给出了地方发展过程中实现资源优化配置出路。在实际操作中,要从实践与思辨的角度规避城镇化建设存在的风险,突破机制屏障,得出有效模式及评价标准,即能够兼具产业升级与地方竞争力提升的目标维度,来建构契合本地实际的新型城镇化发展出路。

With the rapid development of national economy and widening gap between regional development,China has provided policy guidance on new urbanization from the perspective of economic construction,which in reality avoids the risks involved in urbanization construction from the perspective of practice and speculation,breaks through the barriers of failure cases,and obtains evaluation criteria for effective models for sustainable development in the future.Therefore,both industrial upgrading and local competitiveness can be integrated and a new approach to urbanization that is feasible in the local area can be constructed.In this way,we will circumvent the development dilemma that local industries may encounter in accordance with the traditional upgrading ideas,find out the correct ideas that are conducive to the development of the economy through construction,and drive the economy of China to embark on the road of sustainable development.
