摘要
人力资源作为珍贵的资源,已成为一个企业生存与发展的关键性因素。因此,如何管理、开发好人力资源,实现人力资源管理的价值创造功能,是国有企业管理者必须十分关注和深入研究的重大问题。我国国有企业人力资源管理存在选人用人、开发、考评、激励等方面的问题,解决问题的对策在于树立新的人力资源管理观念,建立实施新的机制,完善相关法规体系,采用新的科学手段实现依法管理。
As a precious resource, human resources have become a key factor for the survival and development of an enterprise. Therefore, how to manage and develop human resources well and realize the value creation function of human resource management is an important problem that the managers of state-owned enterprises must pay close attention to and study deeply. There are some problems existing in the human resource management of state-owned enterprises in China, such as the personnel selection, development, evaluation, incentive and so on. The countermeasures to solve these problems are to set up new human resource management concept, establish new mechanism and perfect the system of relevant laws and regulations, and adopt new scientific means to realize the management according to law.
