On the Institutionalization,Standardization,Normalization,and Long-term Effectiveness of Party Style Building for a New Era

旗帜鲜明地提出推进和实现作风建设制度化、规范化、常态化、长效化,是十八大以来以习近平同志为核心的党中央对马克思主义党建学说,特别是中国特色社会主义党建理论的新发展新贡献。作风建设制度化是作风建设方面制度、机制(体系)的识、研、立、行、化的循环往复闭环过程和不断建立健全改进作风建设制度化、规范化、常态化、长效化的制度的过程,使上述制度、机制(体系)发挥整体功能和效能最大化的过程。作风建设规范化就是作风建设严格按法规制度和规范性文件的规定与要求,按法定的程序、标准、流程、方法和相关规划计划及纪律要求规范实施、精准实施的过程。作风建设常态化要义是作风建设要坚持聚焦“四风”老问题和新变种新动向的方向不变,从过去不大正常、不够经常、不太平常的状态,转向抓早抓小、标本兼治、全面覆盖、向基层延伸、注重行为习惯养成的正常、经常、平常的状态和可控、可测、可评价、可持续发展的过程。作风建设长效化的标志是落地见效、管出习惯、抓出自觉、化俗成风。推进和实现作风建设制度化、规范化、常态化、长效化,要运用辩证思维、系统思维,将其内涵、要义及其辩证关系理清理顺。

To take a clear-cut stand in promoting and realizing the institutionalization,standardization,normalization and long-term effectiveness of style building is a new development and new contribution made by the CPC Central Committee,with Comrade Xi Jinping as the core,to the party building theory of Marxism,especially,the party building theory of socialism with Chinese characteristics.The institutionalization of style building means more than establishment,reform and abolishment of institutions;contrarily,it has enriched connotation.In short,it refers to the recycling process of cognition,research,establishing,implementing and evolving of institutions and mechanisms(systems)regarding style building,the process of continuously establishing and completing the institution of improving the bureaucratic problems,and the process of maximizing the overall function and efficiency of the aforesaid institutions and mechanisms(systems).The standardization of style building refers to the process of accurately implementing the style building in strict accordance with the provisions and requirements of relevant legal institutions and normative documents,legal procedures,standards,flows and methods as well as relevant plans,programs and disciplines.The main idea of normalization of style building means the process of focusing on the lasting problems of the “four kinds of bad conduct”(formalism,bureaucratism,hedonism,and extravagance)and their variations,and transforming the status of implementing style building not normally,not frequently and not usually into the status of being normal,frequent,usual,controllable,measurable,evaluable and sustainable.The long-term effectiveness of style building lies in that good habit and self-consciousness come from concrete and effective implementation.To promote and realize the institutionalization,standardization,normalization and long-term effectiveness of style building,we need to apply the dialectic thinking and the systematic thinking to clearly understand its connotation,essence and dialectics.
