精准扶贫视域下旅游扶贫的政策效果检视——以中部J市为例

当前,是全面建成小康社会的决胜期,精准扶贫工作已进入了决胜阶段。对现存旅游扶贫政策效果的检视,有利于脱贫攻坚的全面胜利。以中部J市为例,对精准扶贫视域下旅游扶贫政策进行分析并对其效果进行验视。在旅游扶贫实践中,J市采取多元协同治理模式;党组织引领模式;能人大户带动模式,取得了较好的效果,但存在扶贫模式单一;区域发展不平衡;贫困户参与度低等问题,针对以上问题提出了相应的对策建议。

At present, it is the decisive period to build a moderately prosperous society in an all-round way, and targeted poverty alleviation has entered the decisive stage. The examination of the effects of existing tourism poverty alleviation policies is conducive to the overall victory of poverty alleviation. Taking J city in central China as an example, this paper analyzes the poverty alleviation policy of tourism from the perspective of targeted poverty alleviation and examines its effect. In the practice of poverty alleviation through tourism, city J adopts the model of multiple governance, leading by party organizations and leading by large talents, which has achieved good results. However, there are problems such as single poverty alleviation model, unbalanced regional development and low participation rate of poor households. On the basis of analyzing the problems, this paper puts forward the ideas and Suggestions of innovating poverty alleviation mode, coordinating regional balanced development and consolidating the main position of the poor households.
