农村信用体系建设创新实践——以中国人民银行运城市中心支行为例

Innovation Practice of the Construction of Rural Credit System——A Case Study of Yuncheng City Central Sub-branch of the People.s Bank of China

2017年以来,中国人民银行运城市中心支行借助“山西省中小微企业及农户信用信息平台”试点的有利时机,在农户基础信息采集、三级信用评定(信用户、信用村、信用乡镇评定)、信用贷款发放和贷款事后监督等方面大胆创新,辖区农村信用环境显著改善,信用意识深入人心,金融机构满意度和农户满意度双提升。但是,运城市农村信用体系建设仍存在政府部门的参与积极性不高、农户信用信息质量有待提高、农村信用信息的共享机制尚未建立等问题。因此,应加大政策支持力度,提高农户信用信息采集质量,创建农户数据实时更新网络平台,促进我国农村信用体系建设。

Since 2017,with the help of the favorable pilot opportunity of the“micro,small and medium enterprises' and peasant households' credit information platform in Shanxi Province”,Yuncheng City Central Sub-branch of the People' s Bank of China has made bold innovation in such aspects as fundamental peasant households' information collection,three-level credit rating (evaluation and identification of credit household,credit village,and credit township),credit loans extension and loans post-supervision.In result,the rural credit environment within the jurisdiction has been improved significantly,and credit consciousness has been kept in mind with double increase of financial institutions' satisfaction and farmers' satisfaction.However,there are still some problems in the construction of rural credit system in Yuncheng,such as the low participation enthusiasm of government departments,the need to improve the quality of farmer credit information,and the sharing mechanism of rural credit information not yet established.Therefore,policy support should be strengthened to improve the quality of farmer credit information collection,create a real-time update network platform of farmers' data,and promote the construction of China' s rural credit system.
