全面深化改革中的政治风险应对

Research on Political Risk Response in Comprehensively Deepening Reform

风险是社会发展的产物,是社会内部结构失衡的表现。如何将风险由阻力转化为动力,取决于对风险规律认识和把握的程度。当前我国正处于全面深化改革的攻坚期,面临着党长期执政的考验、政治体制改革产生的矛盾、社会主义民主探索的挑战等方面的政治风险。全面深化改革必将引起社会利益格局的变化,风险在所难免。应对和化解全面深化改革中的政治风险,既要客观辩证地认识风险问题,总结改革开放的成功经验,又要注重改革的系统性、整体性、协同性,在尊重人民群众主体地位的前提下,将公平正义的社会主义基本原则贯穿于改革全过程,才能在新的历史条件下稳步推进改革,有效防范重大风险。

Risk is an appendage of social development and an expression of imbalance in the internal structure of society.How to turn risk from resistance to motivation depends on the degree of understanding and grasp of the law of risk.At present,China is in the stage of comprehensive and deepening reforms.It faces such political risks as the test of the long-term governance of the party,the contradictions arising from the reform of the political system,the challenges of the exploration of socialist democracy,and deepening the reform in an all-round way will cause changes in the pattern of social interests,and risks are inevitable.To deal with and resolve the political risks in reform,we must not only understand the risk issue objectively and dialectically,but also absorb the successful experience of reform and opening up,but also pay attention to the systemic,holistic and synergistic nature of reform.On the basis of respecting the subjective status of the people,the basic principles of socialism of fairness and justice run through the whole process of reform so as to steadily advance reforms under new historical conditions,effectively prevent major risks.
