“寻扶持”动机下专利对经济增长的影响研究——基于专利产出动机的分析视角

Research on Impact of Patents on Economic Growth from Perspective of “Support-seeking” Motivation——Based on Perspective of Patent Output Motivation

从理论层面分析专利活动中的“寻扶持”动机及其对专利的经济增长效应的影响机制,并利用1985―2017年的省级面板数据进行实证研究。结果表明,在全样本回归中,专利活动中的“寻扶持”动机会降低财政资金配置效率,造成创新资源浪费,从而显著抑制发明专利和实用新型专利对经济增长的促进作用;而外观设计专利由于创新性低,创新资源占用少,并未显著受到“寻扶持”动机所带来的负面影响。进一步区分中、东、西部样本组发现,不同区域均不同程度受到专利活动中“寻扶持”动机所带来的负面影响。在企业、大专院校、科研单位和机关团体样本中,仅有企业样本显著受到了上述效应的影响。对此,政府应调整专利资助政策、改进晋升考核体系,保障专利健康发展。

This paper analyzes the causes and performances of the"support-seeking"motivation in patent activities from the theoretical level,and uses the panel data from 1985 to 2017 to analyze the impact of patents on economic growth under the influence of"seeking support".It was found that in the full sample regression,the"support-seeking"motive would lead to the waste of innovation resources,thus restraining the promoting effect of invention patent and utility model patent on economic growth,while the appearance design patent was not negatively affected by the"support-seeking"motive.In the middle,eastern and western sample groups,different regions are negatively affected to different extent by the motivation of"seeking support"in patent activities.Among the samples of enterprises,universities,scientific research institutions and organizations,only the samples of enterprises were significantly affected by the above effects.The government should adjust the patent subsidy policy and improve the promotion assessment system to ensure the healthy development of patents.
