海南建设自贸试验区(自贸港)评估工作的思考

Thoughts on the Evaluation of Constructing Hainan Pilot Free Trade Area(Free Trade Port)

评估工作是改革推进的重要环节,自贸试验区评估工作有总体评估、专项评估和案例总结三种类型。海南自贸试验区(自贸港)的总体评估,拟涵盖5大任务、22个任务分项和150个改革事项;专项评估有扩大开放政策效果、重点项目实施进展、营商环境建设、59国人员入境免签证政策等。海南建设自贸试验区(自贸港)的评估工作应更好地结合海南特点展开;海南自贸试验区与自由贸易港建设相衔接;周密筹划评估工作,重点是专项评估;加快出台海南一揽子金融政策。

Evaluation is an important part of reform practices.There are three types of evaluation in pilot free trade area:general evaluation,special evaluation and case summary.The overall evaluation of Hainan Pilot Free Trade Area(Free Trade Port)will cover five major tasks,22 sub-tasks and 150 reform issues.The special evaluation includes the effect of the expanding opening up policy,the progress of key projects,the construction of business environment,and the visa-free entry policy for 59 countries.The Evaluation of Constructing Hainan Pilot Free Trade Area(Free Trade Port)should be better combined with Hainan’s characteristics;the construction of Hainan Pilot Free Trade Area(Free Trade Port)should be linked up;evaluation should be carefully planned and focus should be put on special evaluation;and the introduction of Hainan’s financial policy package should be accelerated.
