摘要
为了完成海南省信息发布与监控平台与国家突发事件预警信息发布系统的整合,实现国家突发事件预警信息发布系统与海南省气象灾害预警信息制作系统及现有各类发布手段的自动对接,提高预警的发布时效性、减少业务人员的工作量,海南省气象局设计开发了"一整合、两对接"系统。该系统建设目标是为了完成"一整合、两对接",而国家突发事件预警信息发布的建设是不断扩展、不断完善的过程。因此该系统采用服务中间件的形式进行设计,这样既可保证系统的最大复用能力,又可保证扩充系统的最小影响性。该系统整合对接了海南省公共气象服务产品库、国家突发事件预警信息发布系统、海南省信息发布与监控平台,实现了预警信息一次录入可以发布到多种发布渠道。该系统目前已经投入使用,结果表明,该系统明显提高了业务一线人员的工作效率,减少了业务工作的疏漏,能够快速、准确、及时地向服务用户发布预警信息。
In order to complete the integration of Hainan information release and monitoring platform and the national emergency early warning information release system,realize the automatic docking between the national emergency early warning information release system and the Hainan meteorological disaster early warning information production system,as well as the existing means of issuing,improve the timeliness of early warning issuance and reduce the number of business personnel,the Hainan Meteorological Bureau has designed and developed a system of “integration and two docking”.The goal of this system is to complete “one integration,two docking”,and the construction of national emergency early warning information release is a process of continuous expansion and improvement.Therefore,the system is designed in the form of service middleware,which not only ensures its maximum reusability,but also guarantees its minimum impact.The system integrates and docks three platforms including Hainan Provincial Public Meteorological Service Product Bank,National Emergency Early Warning Information Publishing System,Hainan Provincial Information Publishing and Monitoring Platform,and realizes the early warning information can be published to a variety of publishing channels at one time.The results of system putting into use show that it can significantly improve the work efficiency of front-line business personnel,reduce business omissions,and quickly,accurately and timely release early warning information to service users.
