河南社区教育发展的实践与探索

Practice and Exploration of the Development of Community Education in Henan Province

河南社区教育的发展经历了区域探索、全面推进、快速发展三个阶段。在发展的过程中,河南社区教育在政策保障、组织机构落实、工作抓手、教师培训、信息化支撑、实践探索、理论研究、宣传展示、项目经费保障等方面取得了一定的成绩,但在工作机制、管理体制、五级办学体系、基础设施、区域发展、内容形式、服务能力、学习活动品牌、教师队伍建设等方面仍存在一定的问题。河南社区教育的发展,应以谋划教育现代化2035和制定2018-2022年教育实施方案以及各项配套政策为契机,以落实河南省教育事业发展规划、城乡社区服务体系建设规划、大力推进社区教育工作的意见等政策文件为依据,以破解发展难题、办人民满意的社区教育为导向,坚持普及与提高并重的思路,加强顶层设计,做好规划引领,强化制度保障,突出工作重点,全面提升服务能力,推动河南社区教育快速发展、均衡发展、特色发展、优质发展。

The development of community education in Henan has experienced three stages: regional exploration, comprehensive advancement, and rapid development. During the process of the development, Henan community education has achieved certain results in terms of policy support, organizational implementation, work grasp, teacher training, information support, practical exploration, theoretical research, publicity and display, project funding guarantee, etc. However, there are still certain problems in the working mechanism, management system, five-level school system, infrastructure, regional development, content form, service ability, learning activity brand and teacher team building. The development of community education in Henan should take the planning education modernization 2035 and formulating the 2018-2022 education and various supporting policies as the opportunity, implement the education development plan of Henan Province, the urban and rural community service system construction plan, and vigorously promote community education work as the basis, solve the development problems and build the community education which satisfies people as the guide, adhere to the idea of balance between popularization and improvement, strengthen the top-level design, achieve the planning guide, strengthen system security, highlight work priorities, and comprehensively improve service abilities so as to promote the rapid development, balanced development, characteristic development and quality development of Henan community education.
