Migration and Household Registration Reform: Hurdles and Potential

户籍制度改革是供给侧结构性改革的一剂良药,也将从需求侧对经济增长形成支撑,其关键在于人口流动。本文对人口流动的影响因素及户籍制度改革的潜力与困境进行了分析,指出改革应从劳动者的微观角度出发,核算成本收益,同时综合施策,配套以农村土地流转、社会保障、住房等制度的改革。

The reform of the household registration system is a fillip for supply-side structural reforms and will also support economic growth from the demand side. The key to this reform is migration. This paper analyzes the factors influencing migration and reviews the obstacles to reform of the household registration system. It points out that reform should focus on the interests of laborers and calculate the costs and benefits from that perspective. Authorities need to implement comprehensive policies that support rural land transfers and strengthen the social safety net.
