农业信用担保机构精准扶贫的现状与绩效评价体系研究——以甘肃省为例

Study on Situation and Performance Evaluation System of Targeted Poverty Alleviation in Agricultural Credit Guarantee Institutions——A Case Study of Gansu Province

精准扶贫工作的顺利实施需要有资金的投入,资金缺乏是欠发达地区贫困的重要原因之一。对于自然资源禀赋不足,自然灾害频发的经济欠发达省份甘肃省来说,尽管政府在逐年增加扶贫资金的投入力度,但是扶贫成效并没有十分的显著,究其原因,金融精准扶贫的乘数效应并没有显著的发挥,信用担保机制的不完善,尤其是农业信用担保机构的发展较为落后,成为制约扶贫成效发挥的瓶颈问题。基于此,本文对甘肃省信用担保机构参与精准扶贫的现状进行调查,并借助KPI和AHP工具构建信用担保精准扶贫绩效评价体系,以期能准确考核甘肃省信用担保机构的精准扶贫绩效,为推进农业信用担保公司提升金融精准扶贫效率提出有针对性的建议。

The injection of funds is required to implement the targeted poverty alleviation work smoothly.As a consequence,the shortage of money is one of the significant causes of poverty in the less developed regions.In particular,Gansu Province is an economically underdeveloped province where natural resources are insufficient and natural disasters occur frequently.The investment of the pro-poor funds has increased year by year with the support of the government,but the poverty alleviation effect is not very striking at present.There are two reasons for the problem.Firstly,the multiplier effect of the financial targeted poverty alleviation does not play a significant role.Secondly,the credit guarantee institutions are imperfect.Especially the backward development of agricultural credit guarantee institutions has become a bottleneck problem,restricting the effectiveness of poverty alleviation.Therefore,this paper analyses the situation where the credit guarantee institutions participate in the targeted poverty alleviation in Gansu Province.In addition,in order to accurately evaluate the targeted poverty alleviation performance of credit guarantee institutions in Gansu Province,this paper constructs the performance evaluation system of credit guarantee targeted poverty alleviation with the assistance of KPI and AHP.Finally,the author puts forward some targeted suggestions to improve the efficiency of the financial targeted poverty alleviation in agricultural credit guarantee companies.
