福建省县级体育社会组织发展的路径依赖及突破

The Path Dependence and Breakthrough of the Development of County-level Sports Social Organizations in Fujian Province

对福建省已注册的县级基层体育社会组织发展情况进行了研究.体育社会组织相关的制度设计不断,新兴体育项目的体育社会组织稳定增长,体育社会组织发展方兴未艾,但是改革过程中体育社会组织的发展存在路径依赖.其路径依赖的主要成因在于:一是长期以来,政府对体育社会组织发展严格管控,导致体育社会组织对制度的依赖;二是县级体育社会组织相对封闭地运作,导致公共性缺失;三是体育社会组织资源匮乏,需要依附于政府的资源供给.鉴于此,需要政府优化制度设计,实行内外部监管;体育社会组织应当通过自我进化,提高透明度,增进社会信任;政府应当适度放权,提高体育社会组织的能力,实现协同共治等多项举措实现路径“解锁”与突破.

The development of registered grass-roots sports social organizations at county level in Fujian province studied in this paper.The system design of sports social organizations is constantly going on,the sports social organizations of emerging sports projects are growing steadily,and the development of sports social organizations is in the ascendant.However,in the process of reform,there exists the phenomenon of path dependence in the development of sports social organizations.The main reasons for its path dependence are as follows:Firstly,for a long time,the government has strictly controlled the development of sports social organizations,resulting in its dependence on the system.Secondly,sports social organizations at the county level operate relatively closed,resulting in a lack of publicity.Thirdly,the resources of sports social organizations are scarce and need to depend on the government’s resources supply.In view of this,it is necessary for the government to optimize the system design and implement internal and external supervision;sports social organizations should improve transparency and social trust through self-evolution;the government should appropriately decentralize its power,improve the ability of sports social organizations,and achieve the path“unlocking”and breakthroughs by such measures as co-governance.
