Research on Implementation Paths of Digital Library Participating in Access to Government Information in the Context of Open Government——A Case Study of HathiTrust

数字图书馆参与政府信息获取旨在促进政府信息在更广泛的社会环境下传播,有助于扩展数字环境下公众获取政府信息的途径并帮助公众获取完整、准确的政府信息。以HathiTrust为例对其联邦政府文档项目的启动背景、发展阶段和项目成效进行梳理和分析发现,数字图书馆参与政府信息获取需要扎根于现实需要、明确目标和定位、科学规划项目活动并建立长期有效的合作机制。

The participation of digital library in access to government activities aims to promote the dissemi nation of government info rmati on widely in the con text of open government.This kind of participation also could expand public access to government information and ensure information quality with integrity and accuracy.This study takes HathiTrust as an example,more specifically U.S.Federal Government Documents Program,to examine its background,development and productions.It is found that participation of digital library in access to information should root in necessities of society,clear goals,scientific planning and long term cooperation mechanism.
