2003—2016年我国职业卫生标准制修订项目立项情况分析

Analysis on Status of the Occupational Health Standards Development and Revision Programs Planning in China From 2003 to 2016

目的分析我国2003—2016年国家职业卫生标准制修订项目的立项情况,为完善我国职业卫生标准体系提供基础数据和参考。方法收集2003—2016年我国发布的职业卫生标准制(修)订项目计划并建立数据库,从标准类别、标准性质、项目承担单位性质、区域分布等方面分别进行汇总分析。结果14年中,国家职业卫生标准制修订计划项目共立项标准329项,以职业接触限值和检测方法为主,占255项(77.6%);在237个项目承担单位中,职防机构、疾控中心和高校分别占62.8%、17.3%和10.1%,国家级、省级和高校分别占50.6%、28.3%和9.7%,覆盖17个省市,其中东部9省市211项(89.03%),中西部8个省市共26项(10.97%)。结论职业卫生标准立项重点为限值和检测方法;国家职业卫生标准的研制单位以国家级和省级职防机构和疾控中心为主;标准的立项主要集中在东部省份。

Objective To analyze the status of the occupational health standard development and revision programs planning, to provide basic scientific evidence for improving national occupational health standard system. Methods The occupational health standards development and revision program plannings between 2003 and 2016 were collected, database was established and analysis was implemented in standard categories, standard classification, program undertakers’ type and regional distribution, etc. Results 329 standards have been approved in the past 14 years, with occupational exposure limits and testing methods standards accounting for 255 (77.6%);among the 237 program undertakers, occupational diseases prevent and control agencies, CDC and universities accounted for 62.8%, 17.3% and 10.1%, respectively;national agencies , provincial agencies and universities accounted for 50.6%, 28.3% and 9.7% respectively;covering 17 provinces and cities, including 211 (89.03%) in 9 provinces and cities in the east, and 26 (10.97%) in 8 provinces and cities in the central and western regions. Conclusion The occupational health standards are focused on the OELs and testing methods;the national occupational health standards are mainly developed by national and provincial occupational diseases prevent and control and CDC;the programs are mainly concentrated in the eastern provinces and cities.
