As the main body of China's innovation ability, scientific research institutes have strong intellectual property creation ability, which plays an important role in China's scientifi c and technological innovation and economic transformation and development. This paper analyses the main problems existing in the management and operation of intellectual property of scientific research institutes, and analyses how to build an intellectual property management and operation system suitable for the scientifi c research institutes, so as to enhance the sustainable innovation ability and promote the high-quality transformation of scientifi c and technological achievements.
