在西北政法大学学前教育立法论坛上的致辞

摘要 在“三期学前教育行动计划”的指导下,我国学前教育发展速度加快,成效明显。但由于基础薄弱,学前教育始终是教育体系中的薄弱环节,普惠性资源依然不足。学前教育改革发展的体制机制“瓶颈”问题严重制约了学前教育事业的科学发展。研究制定“学前教育法”是推进改革深入发展的重要动力。立法既要坚持问题导向,着力解决当前面临的主要矛盾,也要坚持公益普惠的基本方向,健全可持续发展的体制机制;既要总结和强化我国的特色和经验,也要借鉴和吸收有益的国际经验。把普及学前教育作为促进人力资源开发、减少贫困代际传递以及维护社会和谐稳定的重要国家战略,切实保障适龄幼儿,特别是弱势群体接受学前教育的权利。 Under the guidance of the "three preschool education action plans", the development of preschool education in China has accelerated and the results have been remarkable. However, due to the weak foundation,preschool education has always been a weak link in the education system, and inclusive resources are still insufficient. The bottleneck of the institutional mechanism of preschool education reform and development has seriously restricted the scientific development of preschool education. Studying and formulating preschool education law is an important driving force for promoting the in-depth development of reform. The legislation must adhere to the problem orientation, focus on solving the main contradictions currently facing, and adhere to the basic direction of public welfare and comprehensive institutional mechanisms for sustainable development;it is necessary to summarize and strengthen China' s characteristics and experience, and to learn from and absorb benefits international experience. The popularization of preschool education is an important national strategy to promote the development of human resources, reduce the intergenerational transmission of poverty, and maintain social harmony and stability , and effectively guarantee the right of school-age children, especially vulnerable groups, to receive preschool education.
