摘要 在分析设计企业EPC(设计-采购-施工)工程总承包项目管理现状的基础上,探讨了如何建立适合设计企业的项目经理负责制,以完善项目经理的责任、权限和利益的制度建设,建立科学合理的激励机制和约束机制,使项目经理能够充分发挥其主观能动性,并通过建立的公司级和项目级的授权分级制度,规避不必要的风险,对实施项目过程中所必须面临的风险做到可控制、可管理。 Based on the analysis of the current situation of EPC (Engineering?Procurement-Construction) mode general contract project management of design enterprise, this paper discussed how to establish a project manager responsibility system suitable for design enterprises to improve the system construction of the project manager's responsibility, authority and interests, how to establish a scie ntific and reas on able in centive mecha nism and constraint mechanism to enable project managers to give full play to their subjective initiative, and through establishing a company? level and project-level authorization grading system, unnecessary risks are avoided and the risks that must be faced in the process of project impleme ntatio n could be controlled and man aged.
