社会效益评价考核开启国有文艺院团发展新篇章

Evaluation and Assessment of Social Effect as a New Chapter for State-owned Performing Organizations

2019年1月,中央宣传部、文化和旅游部、财政部、人力资源和社会保障部联合发布《国有文艺院团社会效益评价考核试行办法》,对国有文艺院团的社会效益评估的指导思想、原则、对象、指标、方式、流程及考核结果应用做出指导。在国有文艺院团深化体制改革的背景下,《试行办法》的出台有很强的现实意义,其具体内容设计,创新思路,以社会需求为导向,立足国有文艺院团发展现状,确立核心原则,在此基础上明确细化了考核的具体指标和考核的应用。

In January 2019,the Central Publicity Department,the Ministry of Culture and Tourism,the Ministry of Finance and the Ministry of Human Resources and Social Security jointly issued the"Trial Measures for the Evaluation and Assessment of Social Effect of State-owned Performing Organization",which aims at guiding the idea,principle,object,index,method,procedure and application of assessment results of social effect evaluation of state-owned performing organization.Against the background of deepening system reform of state-owned performing organization,the promulgation of the"Trial Measures"has a strong practical significanee.Its specific content design and innovative ideas are guided by social needs and based on the current situation of the development of state-owned performing organization,thus establishing core principle.On this basis,it clearly refines the specific indicators and the application of assessment.
