发达国家在由现代农业向可持续农业的转变过程中,越来越重视农地的安全问题。为了防止农地流失,发达国家在制定农地流转制度时,除了考虑传统的公平与效率目标取向外,也选择了安全这一新的目标取向。针对发达国家不同的农地流失类型,从农地安全的价值视角考察发达国家在农地流转过程中的相关举措,对我国农地流转制度的进步与创新有重要的借鉴与启示意义。

In the process of transition from modern agriculture to sustainable agriculture, developed countries pay more and more attention to the safety of agricultural land.In order to prevent the loss of agricultural land, developed countries have chosen the new goal orientation of safety except the traditional goal of fairness and efficiency when formulating the agricultural land transfer system.According to the different types of agricultural land loss in developed countries, examining the relevant measures in these countries from the perspective of agricultural land security in the process of agricultural land transfer, which has important reference and enlightenment for China’ s innovation of the agricultural land transfer system.
