粤港澳大湾区天然气产业发展前景及政策建议

Development prospects and policy suggestions on natural gas industry in Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳大湾区是我国开放程度最高、经济活力最强的区域之一,随着《粤港澳大湾区发展规划纲要》的实施,大湾区进入了崭新的发展阶段。近年来,大湾区天然气消费规模不断增加,占一次能源消费的比重逐步提升,天然气供应体系日趋完善,形成了海上天然气、进口LNG和陆上进口管道气等多气源供应格局。天然气产业是大湾区清洁能源体系建设的重要组成部分,未来具有较大发展潜力,前景广阔。但当地天然气产业仍面临天然气价格、基础设施、供气结构、政策不足等多方面的挑战。为促进大湾区天然气产业的可持续发展,应尽快建立气价和电价的疏导机制,保障燃气发电产业的发展;加强区域管网的互联互通,提升天然气保障能力;加大政策支持力度,大力开发深海天然气;统筹LNG设施建设,促进资源高效配置;提升中国企业议价能力,降低LNG进口成本。

The Guangdong-Hong Kong-Macao Greater Bay Area is one of the most open and dynamic economically vibrant regions in China and it has entered a new stage of development with the implementation of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area. In recent years, the consumption of natural gas consumption in the Greater Bay Area continues to increase and the proportion in primary energy consumption increases gradually. Natural gas supply system is gradually better and a multi-source supply network of offshore natural gas, imported LNG and onshore pipeline gas already formed there. The natural gas industry is an important part of the clean energy system construction in the Greater Bay Area with great development potential and broad prospects in the future. However, the local natural gas industry is still facing many challenges including natural gas price, infrastructure, gas supply structure, inadequate policies and so on. In order to promote the sustainable development of the natural gas industry in the Greater Bay Area, we should establish the guiding mechanism of gas price and electricity price as soon as possible to ensure the development of the gas power generation industry, strengthen the interconnection of regional pipeline networks to enhance the natural gas support capacity, increase policy support to develop deep-sea natural gas, coordinate the construction of LNG facilities to promote the efficiency of resources allocation, enhance the bargaining power of Chinese enterprises to reduce the cost of imported LNG.
