The Diffusion Effect of the Antarctic Security Influences and China’s Antarctic Security Interests

南极安全是南极治理中的重要问题。主要由于人类活动导致的南极安全变化及其影响,已经在传统安全领域和非传统安全领域、全球范围和特定地域内进行了扩散,形成了南极安全影响扩散的不同效应。在这种情况下,我国应当以总体国家安全观为指导,立足南极变化与我国国家安全和发展的客观关联,采用分类和分层的方法来归纳我国具体的南极安全利益,以形成系统全面的南极安全利益体系。我国要塑造和维护中国南极安全利益,需要以南极科学考察与研究为抓手,充分把握南极安全影响及其扩散效应;以明确中国南极安全关键性利益为起点,持续提升中国南极事务参与能力;以南极既有治理机制为基础,倡议打造南极安全人类命运共同体。以此推动我国深度参与南极国际治理,有条不紊地实现我国南极政策目标。

Antarctic security is an important issue in Antarctic governance.The Antarctic security changes and their effects, mainly caused by human activities, have spread in traditional and non-traditional security fields, global scope and specific regions, forming different effects of the diffusion of Antarctic security influences. Under this circumstance, China should take the holistic approach to national security as a guide, based on the objective relationship between the Antarctic changes and China's national security and development, and adopt a classification and stratification method to summarize China's specific Antarctic security interests to form a comprehensive Antarctic security interest system. In order to shape and maintain China's Antarctic security interests, China needs to pay attention to the Antarctic scientific investigation and research, and fully grasp the Antarctic security impact and its diffusion effect;continue to enhance China's participation in Antarctic affairs by defining the key interests of China's Antarctic security as a starting point;propose to build an Antarctic security community with a shared future based on the existing governance mechanism of the Antarctic. In this way, we will promote our country's deep participation in Antarctic international governance and systematically realize our countryzs Antarctic policy objectives.
