资源型城市转型规划研究——以河南省平顶山市为例

Research on Transition Planning of Resource-Based City——A Case of Pingdingshan in Henan

以河南省平顶山市为案例,研究资源型城市转型中的规划问题。针对平顶山资源尚未枯竭、人口流出较多、生态环境与城市承载力较弱的特点,提出相应的发展措施。通过创新驱动多元产业升级发展,增强发展动力;以多重手段吸引人力资源集聚,夯实发展基础;加强环境与矿区治理,恢复绿水青山的生态本底;推动城市结构与功能提升,从根本上改变资源型城市品质不足、欠缺活力的局面。

Taking Pingdingshan as an example,this paper studied the planning problems in the transformation of resource-based cities.Taking the characteristics of Pingdingshan into consideration,such as resource having not been exhausted,large-scale population outflow,weak carrying capacity of ecological and urban environment,the corresponding development measures are put forward.Firstly,enhance development motivation like driving the upgrading of diversified industries through innovation.Secondly,consolidate the development foundation by attracting human resources through multiple means and policies.Thirdly,strengthen environment and mining management to restore the ecological environment of beautiful scenery.Lastly,fundamentally change the situation of insufficient quality and lack of vitality by promoting the upgrading of urban structure and function.
