医疗机构人工采集慢性病信息并手工录入的传统方式,已无法满足慢性病管理的需求。为实现慢性病信息智能报告和管理,宁波市建立了基于全民健康信息平台的慢性病智能直报管理系统。该系统基于信息化的慢性病和死亡登记报告管理工作规范和方案,提高了大数据利用和分析决策信息化程度,解决了与其他相关业务应用系统的统筹规划和资源整合等问题,通过报卡信息自动生成、智能查重、实时传送,实现了医生减负、杜绝漏报、效率提升的目标,具有深远的公共卫生意义。该系统的建立为其他地区完善慢性病监测管理系统提供了可复制推广的“宁波模式”。

For the needs of chronic diseases management by collecting information of chronic disease report cards based on doctors from medical institutions and entering manually, it is important to establish an accurate and efficient chronic disease report management system. The chronic disease intelligent management system based on population health information platform is constructed in Ningbo. The system is based on the chronic disease and death registration report management regulation and programs, which improves big data utilization and analysis decision-making, and assists in overall planning and resource integration with related business application systems. And the development of the system reduces the doctors’ workload, eliminates missed reports and makes efficient use of chronic diseases information through automatic generation of report card information, intelligent repeat checking and real-time transmission. The system has far-reaching public health significance in Ningbo city, and provides a replicable and available "Ningbo model" for the improvement of chronic disease management system in other areas.
