晚清陕西创办新学过程中的矛盾与困难——以《秦中官报》为中心

Contradictions and Difficulties in the Establishment of New Schools in Shaanxi Province in the Late Qing Dynasty Based on Official Journal of Central Shaanxi

《秦中官报》是清末陕西的地方性官报,该报“秦事汇编”栏目刊载了大量清末陕西创办新学的文书,反映了晚清陕西创办新学过程中的种种矛盾:中上层官员与地方官吏的办学态度相互背离;善后局购置大量书籍,而各地领购者寥寥;合阳县所办小学堂堪称典范,但实际与所定章程脱节严重;地方筹措经费手段不一,毫无定制,困难良多。

Official Journal of Central Shaanxi was published by the local government organ of the late Qing Dynasty in Shaanxi province.The journal carried a large number of documents about the establishment of new schools in Shaanxi province,reflecting the difficulties in the process of Shaanxi to set up new schools in the late Qing dynasty.The attitudes of middle and upper officials and local officials deviate from each other in running schools;Shaanxi Charity Bureau purchased a lot of books,while the local officials lacked the incentive to deliver those books which led to overstock of books;the elementary schools of Heyang county had an exemplary plan,however it actually got out of line;there was a lot of troubles in how to raise money for building schools.
