地区间绿色低碳循环经济发展水平综合评价

Comprehensive Evaluation of the Development Level of Regional Green Lowcarbon Circular Economy

论文对中国30个地区2010年—2015年的绿色低碳循环经济发展水平进行了综合评价。结果发现:广东、北京等东部地区综合得分明显高于宁夏、山西等中西部地区,地区间差距较大,但这种差距在不断弱化;包括山西在内的24个地区综合发展水平呈上升态势,发展势头良好;全国低碳发展水平上升幅度明显高于经济社会的发展,低碳政策成效显现;一些地区在4个准则层上的优劣势差异明显,故各地区应采取措施扬长避短,力求各方面均衡发展。应尝试构建一套完整的评价指标体系对各地区进行逐年观测,并作为政绩考核的主要依据,以推动绿色低碳循环经济发展水平的不断提升。

The article evaluates the green low-carbon cycle economic development level of the 30 regions in China in 2010-2015. The results show that the comprehensive scores in Guangdong and Beijing are obviously higher than those in the central and western regions such as Ningxia and Shanxi, and the gap between regions is larger, but the gap is weakening;the comprehensive development level of the 24 regions, including Shanxi, are rising, the development momentum is good;the level of low-carbon development is obviously higher than that of economic and social development, the results of low-carbon policy is showed;the advantages and disadvantages of some regions on the 4 standards are obvious. The relevant government departments should try to build a complete set of evaluation index system and methods to observe the comprehensive development level of each region year by year, and as the main basis for the assessment of leading cadres, in order to promote the continuous promotion of the national green low-carbon economy development level.
