摘要
建设制造强国,离不开高新技术企业的发展。中国高新技术企业、创新型产业集群、国家火炬特色产业基地、国家火炬计划软件产业基地集群、科技企业孵化器等方面的发展均取得了重要成就,但同时也应正确认识其在成长和发展中存在的问题。未来,在制造强国的建设中,需要培育具有较强创新能力的高新技术企业,促使高新技术向全球价值链高端迈进;依托创新型产业集群和基地建成先进制造集聚区,提升集群和基地竞争力;增强孵化功能,提升在孵企业质量,加快建成创业孵化链。
Constructing the strong manufacturing country is inseparable from the development of high-tech enterprises.It is found that China s high-tech enterprises,innovative industrial clusters,characteristic industrial bases and software industry base clusters under the China Torch Program,and technology business incubators have made important achievements.However,it should be aware that problems are still existing in the growth and development of China s high-tech enterprises,industrial clusters and enterprise incubators.In the process of constructing the strong manufacturing country,China need to cultivate high-tech enterprises with strong innovative ability to promote high-tech to the top of the global value chain;build advanced manufacturing agglomeration areas relying on innovative industrial clusters and bases to enhance the competitiveness;and also enhance the incubation function,improve the quality of incubating enterprises and accelerate the establishment of entrepreneurship incubation chains.
