农民工城镇落户现状、问题及推进策略

The Situation,Problems and Promotion Strategies about Rural Migrant Workers

该文基于农民工城镇落户的现实状况和意愿特点,分析了农民工城镇落户存在地方政府不积极、落户政策与农民工落户意愿存在冲突、落户政策对农民工需求和群体差异照顾不足、城镇公共服务供给与城乡关系变化对农民工城镇落户意愿产生复杂影响等问题,并提出了推进落实财政转移支付与农业转移人口市民化挂钩机制、完善城镇公共服务供给设计、适当照顾农民工需求、加快农村产权制度改革、推进农民工就地就近市民化等对策建议。

Based on the current situation and characteristics of rural migrant workers′ willingness to take the urban residency status,this article analysis and finds that the problems which affect rural migrant workers taking the urban residency status include:the negative attitudes of local governments,conflicts between the policy and the willingness,limitations of policy to care for the needs and group differences of migrant workers,complex influences of urban public service supply and urban-rural relationship changes,and etc.In order to promote rural migrant workers to take the urban residency status,this article gives the following recommendations:advances and implement the mechanism of financial transfer payment and the citizenization of agricultural transfer population,improve the design of urban public service supply,care for the needs of migrant workers advisably,speed up the reforms of property rights system in rural areas,promote urbanization of rural migrant workers in local and nearby town.
