从“四个全面”战略布局的实践逻辑看西部乡村治理与协调发展

Rural governance and balanced development in western China in the perspective of the practical logic of “blueprint of four comprehensive strategies”

乡村振兴是习近平新时代中国特色社会主义思想的基本内容,是推动乡村从传统向现代转型的重大战略,它既具有战略层面上的宏大,又具有乡村治理层面上的具体,有效治理是推进“乡村振兴”的关键。当下的西部农村可划分为四种类型:近郊村、资源村、贫困村、普通村。不同类型的乡村发展需求不一,治理侧重不一。四个全面战略布局和乡村治理在微观层面具有较强的耦合性,这一战略布局引领我们构建西部乡村有效治理的四个维度:“全面建成小康社会”为当下西部乡村治理提供目标引领,在贫困乡村实现“两不愁三保障”成为现阶段的共识性目标;“全面深化改革”为西部乡村治理提供动力引领,供给侧结构性改革是实现特色农业和现代农业的助推器;“全面推进依法治国”为西部乡村治理提供保障引领,营造有序、安全和正义的发展环境;“全面从严治党”为西部乡村治理提供组织引领,锻造一支忠诚干净担当的“三农”工作队伍。

Rural revitalization is the basic content of Xi Jinping s thought on socialism with Chinese characteristics in the new era, which is an important strategy to promote the transformation from the traditional to the modern in the rural areas, grand strategically and concrete at the level of rural management. Effective governance is the key to promote rural revitalization. There are four types of villages in western China: the village in urban suburbs, the resource-based village, the poverty-stricken village and the ordinary village, which require different management strategies. The blueprint of four comprehensive strategies has strong coupling characteristics with rural governance at the micro level and will lead us to construct a four-dimensional effective governance in the rural area of western China:“building a moderately prosperous society in all respects” clarifies the targets for the effective governance in the rural area of western China by guaranteeing the basic livelihood at the present stage;“comprehensively deepening the reform” provides impetus and guidance for the effective governance while the supply-side structural reform is the booster to realize special and modern agriculture;“comprehensively implementing the rule of law” provides the guarantee and guidance and will foster an orderly, safe and favorable environment for development;“comprehensively governing the Party with strict discipline” provides the organizational guidance and forges a loyal, clean and responsible work force for agriculture, rural areas and farmers.
